MSR Part 5: Security Training and Competence

 

The IFRC has a Duty-of-Care obligation to ensure staff receive the necessary training, practice and instructions to manage and respond to the foreseeable risks relating to their activities and work environment. Managers must have the training and competencies to manage the security risks for those under their responsibility and to respond to incidents. In brief, the higher the risk, the more measures, instruction, and training must be provided to managers and personnel.

All IFRC staff must

  • Complete the Stay Safe Personal Security training and the online WORC course within 2 weeks of recruitment and before undertaking any work-related travel. 

  • Request additional information and/or training from their managers if they believe they have not been adequately briefed or trained for the operational environment in which they are asked to work in. If this request is not met by their managers, they must inform the GSU. 

IFRC personnel going to high-risk areas are strongly advised to apply for an IFRC-recognised Hostile Environment Awareness Training (HEAT).

Senior Managers and Security Personnel must: 

  • Meet all the IFRC staff requirements above and:

  • Obtain the online Stay Safe Level 3 certificate

  • Undertake the IFRC security management training.

  • Undertake the IFRC critical incident management training.
