Relocation (+ Hibernation) Plans

Relocation plans are a type of contingency plan used that describes the procedure for sheltering in place (hibernation) and the procedure for the relocation personnel (to a safe/safer) location when the security situation is deteriorating. Experience shows that relocation requires careful planning and rehersal to be successful.

Terminology and Definitions

Hibernation

 

Hibernation involves remaining in-doors in pre-identified (safe or safer) locations. This measure is temporary and implemented when external threats, such as armed conflict, civil unrest, or extreme weather, make regular operations unsafe.

Hibernation plans should include details such as the pre-positioning of necessary supplies and equipment (food, water, power supply etc) and a back-up communications plan. The hibernations requirements are listed in detail in the relocation plan template.

Assembly Points

 

An assembly point is a safe (or safer) area, usually outdoors, where personnel can congregate in an emergency such as a fire, tsunami warning, relocation event, etc.

Assembly points must be safe, nearby, known to everyone, marked with signs, well lit (in case of emergency at night) and have enough space to accommodate all the expected personnel and evacuation vehicles.

Internal Relocations

 

At times personnel and operations need to be relocated to a secondary location within the country due to safety or security concerns.

Internal relocation plans include predetermined information about where and how personnel and assets will be relocated, and under what circumstances. The relocation planning requirements are outlined in detail in the relocation plan template.

External Relocations (evacuation)

 

External relocation refers to the relocation of personnel across international borders.

External relocation plans are usually activated when only in urgent cases when there is no safe or accessible safe area within the country and is normally reserved for non-essential personnel and dependents.

External relocations tend to be complex affairs in disasters and emergencies (to due visa issues, border closures, limited air options, etc.) and require careful planning. Additional details are provided in the relocation plan template.
