TRAINING SCENARIO
The scenario we will be using for many of our training exercises is loosely based on IFRC’s Cyclone Idai Operation - although many elements have been modified for training purposes.
The year is 2019. You are a security delegate arriving in Beira, Mozambique 3 weeks after the start of the Cyclone Idai operation. You report directly to the IFRC Head of Emergency Operations (HeOps). Some of the MSR documents have been drafted (see below) but will require updating upon you arrival. You will received a briefing on the situation and urgent tasks upon arrival.
Cyclone Idai made landfall on Mozambique (near the city of Beira) in central Mozambique on March 14. Winds from the cyclone reached more than 100 miles per hour, causing heavy rains and widespread flooding and damage across hundreds of square kilometers. Initial estimates indicate that 1.85 million people are affected, including more than 142,000 people displaced – many sheltered across 139 accommodation centres.
The main IFRC (and UN) response is being managed out of the Beira Emergency Operations Centre (EOC) near Beira Airport. There are currently 120 Surge and ERU response personnel based in and around Beira (see IFRC ops documents below). The first ERU rotations are completing their missions this week and the second ERU rotations have started arriving (with approx 10-25 new personnel arriving and departing daily).
There is a small IFRC country office is based in the capital Maputo (HoD + 6 personnel) which provides mostly administrative and government liaison support.
