IFRC SECURITY PHASES
The IFRC uses a color-coded security phase system across all its offices and field operations, as shown below.
The phases serve two main purposes:
To quickly inform personnel of the overall risk level.
To specify the minimum security requirements (for personnel, equipment, training, etc) that apply to each phase.
Approval Procedure for Phase Changes
The security phases may be implemented in sequential order or as the situation dictates. It is recommended that all changes to phases be made in consultation with the IFRC Regional Security Coordinator (RSC).
White and Yellow Phases: The Senior Manager can establish/declare these phases at his/her discretion. The Senior Manager must notify the IFRC Regional Security Coordinator (RSC) and the Global Security Unit (GSU) whenever there is a change of phase.
Orange Phase: The Senior Manager can declare an area “Orange” with the approval of the Head of the GSU and in consultation with the Regional Security Coordinator. The Senior Managers must obtain of the Regional Director and the Head of GSU to downgrade the phase from Orange.
Red Phase: The Senior Manager must obtain the approval of the Regional Director and Head of the GSU (on behalf of the Secretary General) before declaring any area (or the whole country) as “Red”. The Senior Managers must obtain of the Regional Director and the Head of GSU to downgrade the phase from Red.
